How the exposure is built

Each line's duties are ad valorem on its entered value and they add: MFN base + the 25% Section 301 (China only) + the 12.5% forced-labor Section 301 (China and Vietnam; USMCA-Mexico exempt). The Merchandise Processing Fee is not per line — it is charged once per entry at 0.3464% of the non-USMCA entered value, bounded $33.58–$651.50 (FY2026) — so it sits in the summary, not the rows. Recoverable is the duty a line would shed by moving origin: to Vietnam it drops the 25% China List-3 layer; to a USMCA-qualifying Mexico origin it drops the duty entirely.

How do I calculate the tariff exposure on a bill of materials?

Line by line: each line's duty is its HTS code's effective rate times the line's entered value — MFN base, plus the 25% Section 301 on Chinese-origin lines, plus the 12.5% Section 301 forced-labor duty on China and Vietnam origin (USMCA-Mexico exempt). The Merchandise Processing Fee is charged once per entry, not per line. How much duty can re-sourcing from China to Vietnam recover?

Moving a line's genuine origin from China to Vietnam removes the 25% Section 301 List 3 layer, which applies to Chinese origin only — about $25,000 per $100,000 of goods value. The analyzer shows the recoverable dollar figure per line and in total, for both Vietnam and USMCA-Mexico re-sourcing.
